UNIFIED PAYMENTS INTERFACE (UPI): CRAFTING THE ECOSYSTEM – Case I

In India, a country long reliant on cash transactions – especially for small-value, daily purchases – the simple act of exchanging currency notes became a source of anxiety. Yet, in the midst of this disruption, a digital payments system quietly stepped into prominence. From roadside vendors in remote towns to high-end retail stores in metropolitan centres, a single interface – Unified Payments Interface (UPI) – emerged as a ubiquitous medium of exchange. What had begun as a relatively unnoticed technological infrastructure in 2016 had, within a few years, transformed into the backbone of India’s retail payment ecosystem. This case examines the making of UPI not merely as a technological innovation, but as a compelling example of ecosystem orchestration at scale. It explores how a diverse and often fragmented set of actors, namely, regulators, banks, fintech firms, technologists and civil society organizations, were brought together to co-create a digital public infrastructure that redefined financial transactions in one of world’s largest economies. At its core, the case raises a fundamental question: how does one orchestrate an open, interoperable ecosystem that balances public purpose with private innovation, while achieving rapid adoption and sustained growth?
