Skill or chance? A Bayesian analysis of dependence and heterogeneity in penalty shootouts in football

Penalty shootouts are among the most dramatic moments in football. They decide major matches, stir fierce debate among fans, and often leave behind a lingering question: are they really a fair test of skill, or are they closer to a lottery? This paper takes up that question using data from 230 penalty shootouts and 2,356 kicks drawn from European club football over twelve recent seasons.

The study shows that while player ability and team context do matter, their influence is surprisingly limited once the full uncertainty of a shootout is taken into account. In simple terms, the results suggest that penalty shootouts are driven more by short-lived pressure, sequence effects and randomness, than by stable differences in the abilities of individual shooters or goalkeepers. The paper therefore argues that shootouts are, to a large extent, “chance dominated”.

To reach this conclusion, the paper builds a statistical framework that looks at each penalty kick in context rather than treating all kicks as identical. It considers factors such as who is taking the kick, which goalkeeper is facing them, the score situation, the order of kicks, the competition stage, and the possibility that pressure changes as the shootout unfolds. The evidence shows little support for the popular belief that kicking first offers a major advantage. Instead, the strongest message is that much of the variation in outcomes remains unpredictable even after accounting for players, teams and match conditions.

An especially interesting contribution of the paper is that it goes beyond the headline question of skill versus luck. It shows how the proposed framework can be used to rank penalty takers and goalkeepers, along with suggestions for an optimal shooting order for a team, albeit with a careful note to not overstate the practical value of these. Indeed, because the margins between players are often small, such recommendations should be seen as decision-support tools rather than guaranteed winning formulas.

The broader takeaway is important for sports analytics and decision-making. In high-pressure settings such as penalty shootouts, managers and analysts should be cautious about assuming that outcomes mainly reflect deep skill. Sometimes, what appears to be a triumph of nerve or talent, may simply reflect the unavoidable role of uncertainty. By bringing rigorous statistical evidence to a question that is often argued emotionally, the paper offers both a fresh sporting insight as well as a useful lesson in how data can sharpen judgment under uncertainty.
