Designing the Procurement Strategy for Ncrtc: India’s First Semi-high-speed Regional Rail Project

This case examines procurement strategy decisions faced by NCRTC during the development of India’s first semi-high-speed regional rail system. The case focuses on procurement design for viaduct, tunnel and track system packages under significant technical uncertainty, limited domestic expertise, and multilateral funding requirements. Students analyze trade-offs between BOQ and Design-Build contracts, bundling versus unbundling decisions, risk allocation, contractor capability, technology dependence, and bid evaluation mechanisms in large public infrastructure projects.
